Statewide adult day services may be on the brink of extinction. Fox Valley Older Adult Services has experienced this firsthand. A few years back, the DeKalb Adult Day Service and the Aurora Rachel’s Place Adult Day Service, operated by FVOAS, had to close their doors due to the state budget crisis.
This affected approximately 50 seniors, who either went into nursing homes or were forced to stay at home, resulting in family members having to stop working in order to care for them.
Adult day services are regulated by the state. The State Legislature hasn’t raised the reimbursement rate in more than a decade. As funding has dried up over the past three years, 20 percent of adult day service centers in Illinois have closed.
Fortunately, FVOAS’ Adult Day Service, located in Sandwich, has stayed open and thrives through the generosity of donors and a creative staff, according to a news release from the agency.
Two measures are sitting in Springfield that would boost the compensation rate. Senate Bill 3601 and House Bill 4871 would increase rates for adult day services from $9.02 per hour to $15.02 and increase rates for each-way transportation services from $8.30 per hour to $10.30.
"Contact your legislators today and ask them to support these measures and keep our seniors from premature nursing home placement," said the news release.
There is a huge misconception about adult day services. Many think it is merely a babysitting service. At FVOAS’ Adult Day Service, a full-time nurse along with multiple CNAs and aides provide the clients with social, physical and mental stimulation in a family-oriented, person-centered setting. Clients enjoy meals and entertainment in an inclusive atmosphere with the active adult participants at the Fox Valley Community Center.
FVOAS’ Adult Day Service provides residents of DeKalb, Kane, Kendall and LaSalle counties a safe, home-like environment, giving them care and stimulation as well as providing respite for their caregivers. A certified Montessori facilitator brings a philosophy of individual and person-centered activities to the program. Most clients are challenged (dementia, early Alzheimer’s, physically, etc.) or are socially isolated.
